Regulations & Scandals Catching Up With AI
The tech industry has built a lot of its greatest success on reckless innovations, very often outpacing regulatory frameworks and even building outright illegal business models (for example, Airbnb or Uber).
This worked because once a company has become an engine of economic growth and has a dominant position in the new sector it created, it can usually either pay off fines or get the regulation to catch up with the reality on the ground.
So for several decades now, the motto of Silicon Valley has been “Move fast and break things,” as it was coined by Mark Zuckerberg.
However, this is starting to change a little, as tech’s ever-expanding importance in our lives means that regulators are less inclined to ignore potential negative effects of new technology on the economy or society at large.
We are seeing this direction already in cryptocurrencies, with the global elite meeting at Davos coopting blockchain into a less rebellious form than the initial cryptocurrencies (stablecoins, ETFs, etc.) and integrating it into the structure of international finance.
The same process is occurring with AI regulation, as the potential of AI to alter not only jobs and the economy but also society and politics is coming into focus. For example, notorious rule-breaker Elon Musk and his X & xAI-related Grok AI system have been criticized for insufficient guardrails over content creation.
This could create a durable advantage for tech giants that have been less aggressive in their AI efforts and are taking a “safer” road in their development strategy. One company likely benefiting from this new direction of the AI industry is Microsoft.

The Grok Controversy
At the beginning of 2026, X’s AI, named Grok, was caught in a major public relations storm as it appeared that users found ways to make it generate sexualized images of, well… everyone and everything people could think of.
AI researchers from the Center for Countering Digital Hate (CCDH) claimed that “Grok AI generated about 3m sexualised images in less than two weeks, including 23,000 that appear to depict children.”
Essentially, the AI would take any image of celebrities or ordinary people and digitally strip them to their underwear or into bikinis, put them in provocative poses, and post the images on X.
The flood of nearly nude images of real people has rung alarm bells internationally.
Of course, this is not to say that Grok will not be an extremely useful tool, like most AIs. For example, it has just been announced that Grok will be integrated into US military networks—hopefully in a more controlled version.

Why Generative AI Is Forcing Regulatory Action
This latest controversy around Grok is just one of various nefarious possible uses of AI. It is not a specific issue with Grok, but a potential problem with all AIs, especially Large Language Models (LLMs).
For example, the ability of AIs to generate real-time video of a person while looking completely different from the original could be a major tool for scams and frauds impersonating real people. If AI can clone the voice or appearance of loved ones, many more people might fall for these fakes.
Similarly, the ability of AI to create fake news, political extremist content, and other dangerous material is a growing concern.
Overall, we can expect regulators to increasingly punish excessively “free” AI that can be used with bad intentions.

The same trends also have international policy impacts, with many nations looking to develop their own “national AI” and sovereign clouds to reduce dependency and vulnerability from other nations, which might not forever stay neutral or reliable partners.
Regulations’ Varying Impact
It is a well-known phenomenon in business that regulations impact companies depending on their size and resources. The more tightly regulated a sector, the harder it is for small companies to comply.
This is because large corporations can afford teams of dozens of lawyers to ensure they comply perfectly with regulations—or, for that matter, how to legally bypass some of them for profit.
In comparison, startups and small companies might lack the financial and human resources to understand the regulation and adapt their operations. This is especially true if regulations are complex or changing quickly and regularly.
Another aspect is that large corporations will naturally be more conservative in their innovation strategy. Decisions made by committees, large teams, and multiple departments will trend toward picking the “safe” option over the maximum disruption risk.
This normally plays to the advantage of smaller firms, giving them an edge over the incumbents. But if a sector is tightly restricted by regulations, it is a lot harder to innovate, and end users will equally be wary of using less “safe” AI governance tools than those provided by large companies.
This tendency will be especially strong in B2B uses, where a rogue AI going wrong can impact a company’s image, turning into a PR nightmare, or worse, becoming a major cybersecurity risk.

Microsoft: Building Responsible AI
For a while now, Microsoft has been pushing for the development of a “Responsible AI” framework (RAI). The general idea is to combine internal governance, ethical principles, and compliance with emerging global regulations, most notably the EU AI Act and eventual future similar laws in the USA or other nations.

The company is articulating its view on Responsible AI around 6 principles:
- Fairness: treating all people equitably.
- Reliability and safety: AI should be able to handle unexpected conditions.
- Privacy and security: user data privacy must be respected, and safety must be built into the AI design.
- Transparency: clear documentation about purpose, limitations, and decision-making processes should make AI understandable.
- Accountability: AI should comply with ethical and legal standards; AI developers and organizations should be held responsible for it.
- Inclusiveness: everyone should be helped, regardless of background or ability.

On the technical side, Azure AI Content Safety provides tools to detect and mitigate harmful content like hate speech or violence in both user inputs and AI outputs.
A Strategic Edge
Of course, Microsoft’s push here is not entirely benevolent; it fits the company’s business position. As a key provider of enterprise software like Office, Outlook, and Azure, it knows that Responsible AI is vital for the B2B market—much more so than for B2C or other AI markets.
Regulations pushing AI development closer to Microsoft’s own strategy will reduce the potential edge of competing AIs that attempt to gain users via “freer” or viral, unsavory content.
In addition, Microsoft’s closeness with regulators and proactive approach will help it shape what is considered a safe or an unsafe AI.
Microsoft’s Broader Business Ecosystem
The company is a tech giant with AI being only one of its activities, although it is being integrated into most of its other products.
For example, it is a global leader in cloud computing (Azure, #2 behind AWS), enterprise software (Microsoft 365), gaming (Xbox & acquired game development studios), cybersecurity, software development (GitHub), and even quantum computing. Virtually all these activities are starting to use AI tools, whether developed by Microsoft or third parties.

In that context, it makes sense that Microsoft would be one of the companies most concerned with Responsible AI. Safety efforts will only pay off with mass adoption, and if no serious backlash builds up against AI technology as a whole.
At least in enterprise-focused AIs, safety will likely be the new competitive advantage companies like Microsoft can wield against their rivals, and AI regulation-focused stocks are expected to outperform in the coming years.
