CACI Wins $108 Million Air Force Financial Systems Contract

CACI International (CACI ) announced on November 3, 2026, that the U.S. Air Force awarded it a five-year, US$108 million contract to sustain and modernize the Defense Enterprise Accounting and Management System (DEAMS).
The work concerns the financial infrastructure behind Air Force operations, not an aircraft or weapons program. CACI said it is intended to improve financial transparency, operational efficiency and mission readiness while enabling faster, data-driven decisions and more precise global financial operations. Its approach combines Agile delivery, automated testing, cybersecurity and cloud-enabled operations, building on DEAMS’ recent unqualified audit opinion.
President and Chief Executive Officer John Mengucci said CACI’s technology-first approach delivers “advanced automation and decision-quality data” to help the Air Force operate more efficiently and maintain readiness.
DEAMS Has Global Financial Reach
A CACI case study reports 17,000 users across 170 installations worldwide. For more than a decade, DEAMS has managed Air Force financial transactions and reports for Congress, including reporting, control and execution for the Air Force General Fund and U.S. Transportation Command’s working capital fund. It also supports all Air Force major commands, unified commands and the U.S. Space Force. That reach explains why the award pairs sustainment with modernization rather than treating the work as a standalone software upgrade.
The case study attributes years of slow progress during a needed upgrade to waterfall development, which established requirements upfront and moved work through linear phases. CACI began work on DEAMS in January 2019, initially prioritizing completion of the upgrade, stabilization of the system and its Oracle Federal Financial software, and retirement of a backlog of technical requirements. It then applied the Scaled Agile Framework, a methodology for implementing Agile practices across large organizations, to Treasury direct disbursing, advanced reporting, and governance, risk and controls for compliance.
CACI’s case study reports that the earlier work reduced Civilian Pay Processing time by 65%, helping transition civilian payroll for 3,400 personnel from the legacy General Accounting and Finance System to DEAMS. Reports post in minutes instead of hours, software releases arrive in weeks instead of months, and real-time data supports tracking expenditures against budget. Fiscal year-end execution, speed, quality and closeout also improved. Those results establish the operational baseline for the new automation and cloud-enabled work.
The Award In CACI’s Defense Business
The award adds to a business already weighted toward defense customers. In its fiscal 2027 first-quarter results, CACI reported revenue of $2.475 billion for the three months ended September 30, 2026, up 8.2% year over year. Department of War customers generated $1.354 billion, or 54.8% of quarterly revenue. Those figures establish the customer group’s importance to CACI, but do not identify revenue attributable to DEAMS.
CACI reported $4.8 billion of contract awards for the quarter, approximately 61% for new business. Total backlog was $34.0 billion at September 30, while funded backlog was $6.2 billion, up 14.8% from a year earlier. The November 3 announcement does not establish how or when this award will be reflected in those metrics.
The central consequence is operational as well as commercial: CACI must sustain a widely used financial platform while extending its earlier modernization work. The open question for the five-year effort is whether the reported gains in reporting speed, payroll processing and budget visibility can be maintained and expanded through the new automation and cloud-enabled operations.
