CGI announced on October 6, 2026 that it has been selected, following an open call for bids, by France’s Ministry of Agriculture, Agri-Food and Food Sovereignty to conduct a strategic program aimed at modernizing the ministry’s information system. The large-scale program aims to transform more than 70 business applications used by citizens and the ministry’s employees.

According to the announcement, the program is intended to enhance the performance, accessibility, resilience, and sustainability of the ministry’s digital assets. CGI said it will leverage CGI MAP, its proprietary solution enhanced with automation capabilities, to help industrialize and accelerate application portfolio modernization efforts, and will also draw on the expertise of its Digital Innovation Centre in France. The company characterizes itself as one of the largest independent IT and business consulting services firms in the world.

The ministry launched the initiative in response to evolving business needs, according to the release. The initiative combines modernization and functional enhancements to meet the needs of business units and users, and is intended to comply with government requirements regarding digital accessibility, user experience, eco-design, and public digital standards, while ensuring the long-term sustainability, performance and resilience of the ministry’s information system.

“This program represents a major milestone in the transformation of our information system,” said Thierry Deldicque, Deputy Director of the Digital Division at the ministry. “It will enable us to modernize our application portfolio in a sustainable manner while improving the accessibility, quality and performance of the digital services we provide to our users. We chose CGI because we felt that its proposals for our program provided a solid foundation for its success.”

“Government agencies face a twofold challenge: modernizing their digital assets while delivering greater value to users,” said Clement Bernard, Senior Vice-President of CGI’s Grand Sud region. “Drawing on CGI’s experience with large-scale transformations and the capabilities of our solutions, the Ministry will benefit from an industrialized, product-based approach designed to address these challenges.”

CGI MAP and Prior Modernization Work

CGI has used CGI MAP in earlier French modernization work. In a June 1, 2016 press release announcing the signing of a five-year contract with La Banque Postale, with an option to renew for another three years, CGI expanded the CGI MAP acronym as Modernization Application Products and described it as a technical and operational mapping tool that provides real-time impact analysis for IT modernization projects. That contract covered support for the IT modernization of the bank’s business applications, including upgrading, maintenance, and project, technical and operations support. The 2016 release stated that CGI had provided IT consulting services to La Banque Postale since the bank’s founding.

CGI’s Stated Application Modernization Method

In its application modernization services documentation, CGI describes a practice built around assessing a client’s application landscape and determining which applications should be modernized, migrated, re-platformed, consolidated, decommissioned, or replaced, based on the client’s strategic business and technology objectives.

According to CGI, its experts use AI-augmented tools and processes to create a dynamic view of a client’s application portfolio, building an in-depth understanding of each application that includes its functions, interdependencies, business value, and required support skills, together with an assessment of the portfolio’s costs and risks. The documentation states that this view supports recommendations on the best path for each application, whether modernizing, migrating, re-platforming, consolidating, decommissioning, or replacing it, and provides insights for evaluating the scope and impact of any portfolio change.

CGI states that its modernization services include cloud modernization, in which legacy system processes are replaced with SaaS-driven processes or refactored using cloud-native components and platforms, and mainframe modernization, in which clients transition from mainframes to more agile, flexible and less costly platforms while preserving the value and stability of legacy applications. The company says its global delivery network shortens delivery timeframes and reduces costs on large-scale modernization projects, and that its delivery centers offer localized data residency options to meet data sovereignty requirements. CGI lists ServiceNow, Microsoft, Google Cloud, AWS, UiPath, and OpenAI among the technology providers in its alliances network.

The October 6 announcement did not disclose a contract value or duration for the ministry program.
